Copper switch-off: European experience and practical considerations (update 2020)

This study provides a summary of the findings of research conducted by WIK-Consult in Q3 2020 on the status of copper switch-off in 10 European countries, together with an analysis of the opportunities and challenges associated with migrating to modern fibre networks, and possible implications for policy-makers and regulators, in light of the implementation of the EU Electronic Communications Code1 and revision of the EC Recommendations concerning “Next Generation Access”. Findings are based on questionnaires and interviews with selected stakeholders and build on an earlier study by WIK-Consult on copper switch-off which was completed in February 20192 and presented at the FTTH Council Europe conference in March 2019 in Amsterdam.
