At the most recent meeting of the Open Access Committee, held during the Spring General Assembly in Rome, we agreed on the following key priorities for the period ahead:
Deepen Industry Understanding of Open Access:
Expand on the Five Principles introduced in the recent white paper “Open Access in the Fibre Era,” in close coordination with the Policy & Regulation Committee.
Clarify the Definition and Value of True Open Access:
Establish a clear, shared understanding within the industry of what constitutes true Open Access, and effectively communicate the benefits of this model for the broader ecosystem—including network operators, ISPs, consumers, and investors.
Explore the Role of Standards and Aggregation Models:
Examine how standards, aggregators, and aggregation services can support fibre adoption, enhance interoperability, and contribute to the long-term sustainability of Open Access markets.
Identify and Quantify Barriers to Open Access Adoption:
As part of the above initiatives, systematically identify commercial, operational, technical, and regulatory obstacles that limit Open Access adoption across different markets.
